UX Bite: Pulumi quickstart tutorial

 Overview

Pulumi's longstanding "get started" tutorials had low clickthrough metrics. We wanted to put forward a less intimidating "quickstart" for new users who may only have a few minutes to consume information. I consolidated our tutorials onto a single page with limited prose to keep the instructions as streamlined as possible. Users can adjust their instructions by making selections in the topmost card.
